The information you provide will be used for statistical purposes only. In accordance with the BTS confidentiality statute (49 U.S.C. 6307) and the provisions of the Confidential Information Protection and Statistical Efficiency Act (Title III of the Foundations for Evidence-Based Policymaking Act of 2018, Pub. L. 115-435), your responses will be kept confidential and will not be disclosed in identifiable form to anyone other than BTS employees or BTS agents. In accordance with these confidentiality statutes, data you submit will be used exclusively for statistical purposes and will not be disclosed in identifiable form except with the informed consent of the respondent. By law, every BTS employee and BTS agent has taken an oath of confidentiality and is subject to a jail term of up to 5 years, a fine of up to $250,000, or both if he or she discloses any identifiable information about the respondent or reporting company or operator.
Burden Statement
A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a current valid OMB Control Number. The OMB Control Number for this information collection is 2138-0049. It is anticipated that companies will submit present-time data periodically, as frequently as daily, with each submission requiring approximately 15 minutes for data gathering and submission. Reporting any information to the FLOW program is voluntary. The SafeOCS (Safe Outer Continental Shelf) data portal allows industry participants in the SafeOCS program to submit equipment failure reports and safety data files.
To submit data files, please log in below.
If you are a SafeOCS participant and need access to the Data Portal, you must
register accounts
with BTS and Login.gov using the same business email address.
BTS uses Login.gov to help you to sign into your account safely and securely. If you do not already have a Login.gov account, you will be
prompted to create one. Please use the same business email address as the Data Portal account.
To register for Login.gov:

If you are a SafeOCS participant and need access to the Data Portal, you must register accounts with BTS and Login.gov using the same business
email address. For more information, review the BTS User Guide.
To request Data Portal access:
Email your name, company name, and business email address to SafeOCS@dot.gov.
Receive a confirmation email from the BTS, and sign into the Data Portal using Login.gov.
